I’m with Doris. I think it’s a yarn twister, too. Used to twist individual spun lengths into 3 and 4 ply yarns.

Ok I believe it to be a film cartridge winder. The 3 hooks on the side hold the cartridge and the gizmo at the end feeds it on straight.
